Bachelor's Degree in Law from the University of Barcelona (1981), PhD in Law with honors (1989) and Professor of Administrative Law at the University of Barcelona since 1986 (Lecturer from 1991 and Professor since 1995).
The academic activity has been mainly developed in the Faculty of Law of the UB, has made several researches as a guest lecturer at various European universities, Paris II Pantheon-Assas, Institut de Sciences Politiques de Paris, Siena, Rome La Sapienza, Pisa, Florence, Cattolica of Milan, Paris I Panthéon-Sorbonne, Pavia and Montpellier.
Author of several publications in the field of Public Economic Law, both from the institutional and instrumental point of view
economical competences of the CCAA, industrial conversion, technical standardization, stock market, economic intervention of municipalities, independent administrations, telecommunications liberalization, televisions finance, European economic governance, public aid and economic crisis, contracts and public services, judicial review of AI, public administration and ICT. The most recent publications are about economic regulation, economic regulation and transparency, as well as media regulation and the emergence of independent regulatory authorities in this latter area. He has published 3 books (Régimen jurídico-administrativo de la reconversión industrial, Cívitas 1991; Público y privado en la organización de los Juegos Olímpicos de Barcelona 1992, Civitas, 1993 i amb M. MARSAL, Las fundaciones de iniciativa pública: un régimen jurídico en construcción: la singularidad de las fundaciones locales, Barcelona: 2005), 19 papers in international journals, 23 articles in national journals and 68 book chapters.
He has participated in several research projects, as principal or as a partner, funded by public and private, Spanish and other European institutions; has obtained 26 grants and competitive research projects. He has made 91 contributions to (international and Spanish) congresses, conferences and seminars. He has directed 4 theses.
She has been member of the editorial board of the Revista de Estudios de Administración Local y Autonómica, REALA (2000-2010) and then director (2010-2012). Editor of Quaderns del CAC (2010-2014) and also a member of the Editorial Board of the International Review of Administrative Sciences (since 1999), the Revue Européenne de Droit Public (since 1999), the Scientific Council of the Revue Française d'Administration Publique, published by the ENA (since 2002), and advisers for the Revista de Administración Pública (RAP), the Revista Catalana de Dret Públic, the Revista Vasca de Administración Pública and was Secretary of the Editorial Board and member of the Scientific Board of the journal Autonomies (1989-2004) and the Advisory Group for the collection Conneissance de l'Administration française, published by the Institut International d'Administration Publique (1995-1998).
She is evaluating research projects in several Spanish agencies, the French Agency of Assessment Research (Public Administration group) and of the equivalent Catalan agency.
